This section creates a Treasury account for Department of Energy defense environmental cleanup. Appropriations for that cleanup go into the account and, when appropriation laws allow, remain available until spent.
(a) The Treasury must have a Department of Energy account called the “Defense Environmental Cleanup Account.” (b) All money appropriated for defense environmental cleanup at defense nuclear facilities must be credited to the Account, and those appropriations must be authorized annually by law. As appropriation laws provide, money in the Account remains available until spent.
There is hereby established in the Treasury of the United States for the Department of Energy an account to be known as the “Defense Environmental Cleanup Account” (hereafter in this section referred to as the “Account”).
All sums appropriated to the Department of Energy for defense environmental cleanup at defense nuclear facilities shall be credited to the Account. Such appropriations shall be authorized annually by law. To the extent provided in appropriations Acts, amounts in the Account shall remain available until expended.
