During a war or a presidentially declared national emergency, the Navy can transport certain people on its ships. The Secretary of the Navy decides who qualifies through regulations. The government pays for their transportation and food.
This section applies only during wartime or a national emergency that the President has officially declared. During those times, the Secretary of the Navy can write regulations naming which people are allowed to travel aboard naval vessels. Anyone the Secretary authorizes this way can be transported and fed ("subsisted") on Navy ships. The government — not the passengers — pays for this transportation and food.
In time of war or during a national emergency declared by the President, such persons as the Secretary of the Navy authorizes by regulation may be transported and subsisted on naval vessels at Government expense.
