2 U.S.C. § 141b — Collections, physical security, control, and preservation of order and decorum within the library

(a) Establishment of regulations. The Librarian of Congress establishes standards and regulations for the physical security, control, and preservation of the Library of Congress's collections and property, and for maintaining suitable order and decorum inside the Library. (b) Treatment of security systems. (1) Responsibility for security systems. Under the authority of the Capitol Police and the Librarian of Congress established by this Act, its amendments, and the related provisions of law listed below, the Chief of the Capitol Police and the Librarian of Congress are responsible for operating security systems at the Library's buildings and grounds, in consultation and coordination with each other, subject to: (A) the Librarian being responsible for designing security systems that control and preserve the Library's collections and property, subject to review and approval by the Chief of the Capitol Police; and (B) the Librarian being responsible for operating security systems at any Library building or facility located outside the District of Columbia, again subject to review and approval by the Chief of the Capitol Police. (2) Initial proposal for operation of systems. By October 1, 2008, the Chief of the Capitol Police, coordinating with the Librarian of Congress, had to prepare and submit an initial proposal for carrying out this subsection to the House Committee on House Administration, the Senate Committee on Rules and Administration, and both chambers' Appropriations Committees. (3) Provisions of law. The related laws referred to above are: (A) section 141 of this title; (B) section 141a of this title; (C) section 1964 of this title; and (D) section 1965 of this title.
