42 U.S.C. § 17933 — Education on health information privacy

HHS must name a privacy advisor in each regional office within 6 months. Advisors teach covered entities, business associates, and individuals about their privacy and security rights. HHS's Office for Civil Rights must also run a national education program on health information use.
(a) Regional office privacy advisors. Within 6 months after February 17, 2009, the Secretary* must name a person in each regional office of the Department of Health and Human Services to offer guidance and education to covered entities, business associates, and individuals on their rights and duties under federal privacy and security* rules for protected health information*.
(b) Education initiative on uses of health information. Within 12 months after February 17, 2009, the Office for Civil Rights within HHS must build and run a many-sided national education program to make the uses of protected health information more transparent to the public, including programs that teach individuals how their protected health information might be used, what effects that has, and what rights they have over those uses. These programs must run in several languages and explain things clearly.
Not later than 6 months after February 17, 2009, the Secretary* shall designate an individual in each regional office of the Department of Health and Human Services to offer guidance and education to covered entities, business associates, and individuals on their rights and responsibilities related to Federal privacy and security* requirements for protected health information*.
Not later than 12 months after February 17, 2009, the Office for Civil Rights within the Department of Health and Human Services shall develop and maintain a multi-faceted national education initiative to enhance public transparency regarding the uses of protected health information, including programs to educate individuals about the potential uses of their protected health information, the effects of such uses, and the rights of individuals with respect to such uses. Such programs shall be conducted in a variety of languages and present information in a clear and understandable manner.
