42 U.S.C. § 18386 — Collaboration with ESMD and SOMD on robotic missions

NASA's Exploration and Space Operations mission offices must coordinate with its Science office on a joint plan for working with other countries on robotic space missions, like ones to the Moon, Mars, or Lagrangian points. NASA must give Congress that plan within 90 days, and can't cancel or start any related robotic project until then.
The Administrator* must make sure the Exploration Systems Mission Directorate and the Space Operations Mission Directorate coordinate with the Science Mission Directorate on an overall plan for working with other agencies and countries on robotic missions — whether NASA* builds them or they're developed internationally — including missions to the Moon, Lagrangian points, near-Earth orbit, and Mars, such as the International Lunar Network. Within 90 days after October 11, 2010, the Administrator must give Congress's appropriate committees a plan to carry out this collaborative approach. Until that plan is submitted, the Administrator may not cancel or start any robotic project* run by the Exploration Systems Mission Directorate or the Science Mission Directorate.
The Administrator* shall ensure that the Exploration Systems Mission Directorate and the Space Operations Mission Directorate coordinate with the Science Mission Directorate on an overall approach and plan for interagency and international collaboration on robotic missions that are NASA* or internationally developed, including lunar, Lagrangian, near-Earth orbit, and Mars spacecraft, such as the International Lunar Network. Within 90 days after October 11, 2010, the Administrator shall provide a plan to the appropriate committees of Congress* for implementation of the collaborative approach required by this section. The Administrator may not cancel or initiate any Exploration Systems Mission Directorate or Science Mission Directorate robotic project* before the plan is submitted to the appropriate committees of Congress.
