42 U.S.C. § 19112 — Entrepreneurial fellowships

(a) In general: The Director, through the Directorate for Technology, Innovation, and Partnerships, must award fellowships to scientists and engineers. The goal is to build leaders who can take promising ideas and technologies from the lab into the market or other real-world use, and to connect academic research to government, industry, and finance. (b) Application: An applicant must submit an application at the time, in the manner, and with the information the Director requires. At minimum, applicants must: (1) have finished a doctoral degree in a STEM field within the last 5 years, or otherwise show significant early-career research experience under rules the Director sets; and (2) include a plan for how the fellow will be embedded in a host institution's research environment. (c) Outreach: The Director must recruit fellowship applicants from diverse research institutions, from all regions of the country, and from groups historically underrepresented in STEM fields. (d) Administration agreements: The Director may hire a qualified outside entity to administer the fellowship program, subject to this section's rules. (e) Authorization of appropriations: Congress authorized a total of $125,000,000 for fiscal years 2023 through 2027 to carry out this section.
