A person filling a Commission vacancy serves only the predecessor’s unexpired term. The appointment must use the predecessor’s appointment method.
A vacancy appointee serves only the predecessor’s unexpired term and is appointed in the same manner as the predecessor.
A person appointed to fill a vacancy in the membership of the Commission shall be appointed only for the unexpired term of the member whom he succeeds, and his appointment shall be made in the same manner as the appointment of his predecessor.
