The Office of Personnel Management must advise and assist an agency with its training programs and plans when the agency asks. That help is limited by the Office’s available facilities and personnel.
When an agency asks, the Office of Personnel Management must advise and assist in establishing, operating, and maintaining the agency’s training programs and plans under this chapter, to the extent the Office has available facilities and personnel.
The Office of Personnel Management, on request of an agency, shall advise and assist in the establishment, operation, and maintenance of the training programs and plans of the agency under this chapter, to the extent of its facilities and personnel available for that purpose.
