The FAA Administrator must run a long-term aeronautics research program not tied to specific projects. The Administrator funds this through merit-reviewed grants to colleges and universities. Schools in states that join the Experimental Program to Stimulate Competitive Research are encouraged to take part.
(a) Objective. The FAA Administrator* must run a long-term program of basic research into aeronautical science and technology. This research is not tied to any single development project — it's meant to build knowledge the country needs over time.
(b) Operation. The Administrator carries out this program partly by giving grants to colleges and universities. The Administrator must encourage schools in states that take part in the Experimental Program to Stimulate Competitive Research to apply. Every grant given under this section must go through merit review — meaning grants are judged and awarded based on the quality of the proposed research.
In order to ensure that the Nation maintains needed capabilities in fundamental areas of aeronautics research, the Administrator* shall establish a program of long-term fundamental research in aeronautical sciences and technologies that is not tied to specific development projects.
The Administrator shall conduct the program under this section, in part by awarding grants to institutions of higher education. The Administrator shall encourage the participation of institutions of higher education located in States that participate in the Experimental Program to Stimulate Competitive Research. All grants to institutions of higher education under this section shall be awarded through merit review.
