NASA must expand science and space education outreach to rural schools. It should prioritize programs like Challenger Learning Centers that partner locally and serve low-income areas. These programs must also emphasize bringing more women and minorities into science careers.
(a) In General
The Administrator* must develop or expand programs that bring science and space education to rural communities and schools, using video conferencing, interpretive exhibits, teacher training, classroom presentations, and student field trips.
(b) Priorities
When doing this, the Administrator must give priority to existing programs — including Challenger Learning Centers — that (1) use community-based partnerships in the field; (2) build and maintain video conferencing and exhibit capabilities; (3) travel directly to rural communities and serve low-income populations; and (4) put special emphasis on increasing the number of women and minorities entering science and engineering careers.
The Administrator* shall develop or expand programs to extend science and space educational outreach to rural communities and schools through video conferencing, interpretive exhibits, teacher education, classroom presentations, and student field trips.
In carrying out subsection (a), the Administrator shall give priority to existing programs, including Challenger Learning Centers—
that utilize community-based partnerships in the field;
that build and maintain video conference and exhibit capacity;
that travel directly to rural communities and serve low-income populations; and
with a special emphasis on increasing the number of women and minorities in the science and engineering professions.
