51 U.S.C. § 60602 — Integrated strategy

(a) In General. The Director of the Office of Science and Technology Policy, working with the interagency working group and taking the advisory group's advice, must build a strategy for coordinating space weather observations across the working group's member agencies — called the "integrated strategy." This strategy must identify: (1) observations and measurements that need to keep going beyond the life of today's ground- and space-based assets described in section 60603, because they're essential for space weather research, models, forecasting, and prediction; (2) new observations and measurements that could meaningfully improve forecasting and prediction; and (3) plans for follow-on space-based observations under section 60603. (b) Considerations. In building the integrated strategy, the Director must consider, as appropriate: (1) what commercial solutions, prize competitions, academic and international partnerships, microsatellites, small satellites, ground-based instruments, and hosted payloads could contribute to the observations identified in section 60602(a)(2); (2) work the National Science and Technology Council already did on space weather before the PROSWIFT Act became law; (3) the survey required under section 60601(d); and (4) relevant recommendations from the most recent National Academies of Sciences, Engineering, and Medicine Decadal Survey for Solar and Space Physics (Heliophysics). (c) Review of Integrated Strategy. (1) NASA's Administrator and NOAA's Administrator, consulting the agencies on the interagency working group, must arrange for the National Academies of Sciences, Engineering, and Medicine to review the integrated strategy. (2) That review must also weigh the current ability of the commercial space weather sector to provide new or supplemental observations that could meaningfully improve forecasting and prediction. (3) The Director, NASA's Administrator, and NOAA's Administrator must send the integrated strategy and the review's results to the House Committee on Science, Space, and Technology and the Senate Committee on Commerce, Science, and Transportation, no later than one year after the survey under section 60601(d)(3) is finished. Both the strategy and the review must be made public within 30 days of being sent to Congress. (d) Implementation Plan. No later than 180 days after the review from subsection (c)(3) is delivered, the interagency working group must build a plan to carry out the integrated strategy, including an estimate of what it will cost and how long it will take. Once finished, the plan goes to the House Committees on Science, Space, and Technology and on Armed Services, and the Senate Committees on Commerce, Science, and Transportation and on Armed Services. This plan, too, must be made public within 30 days of being submitted to Congress. (e) Reevaluation. The Director, working with the interagency working group, must update the integrated strategy no later than one year after the user survey from section 60601(d)(3)(F) is reevaluated — following the same steps required in subsections (a) through (d).
