This law creates the Office of National Capital Region Coordination inside the Department of Homeland Security, to coordinate federal terrorism-preparedness efforts with Washington D.C., Maryland, and Virginia. It lists the Office's specific coordination duties and requires an annual report to Congress on funding needs and progress. It does not limit any state or local government's own power.

(a) Establishment. (1) The Office of National Capital Region Coordination is created inside the Office of the Secretary. Its job is to oversee and coordinate federal programs and relationships with state, local, and regional authorities in the National Capital Region, as that region is defined in section 2674(f)(2) of title 10. (2) The Secretary appoints a Director to lead the Office. (3) The Secretary must work with the Mayor of D.C., the Governors of Maryland and Virginia, and other state, local, and regional officials to fold D.C., Maryland, and Virginia into planning, coordinating, and carrying out federal efforts to prepare for terrorist attacks.

(b) Responsibilities. The Office must: coordinate the Department's activities in the National Capital Region, including with the Office for State and Local Government Coordination; assess and push for the resources state, local, and regional authorities there need to secure the homeland; give those authorities regular information, research, and technical support; create a process for getting real input from those authorities and the private sector to help shape federal homeland-security plans; coordinate with federal agencies in the region on terrorism preparedness — planning, information sharing, training, and carrying out the federal role; coordinate with federal, state, local, regional, and private-sector partners in the region on the same preparedness activities; and act as the go-between connecting the federal government with regional state, local, and private-sector partners so they can access federal grants and other programs.

(c) Annual report. The Office must send Congress a yearly report that identifies the resources needed to fully carry out homeland-security efforts in the region, assesses the progress made so far, and recommends what additional resources Congress should provide.

(d) Limitation. Nothing here takes away any power that state or local governments already have.
