10 U.S.C. § 500e — Electromagnetic Spectrum Enterprise Operational Lead for Joint Electromagnetic Spectrum Operations

(a) In General. Within 30 days after the National Defense Authorization Act for Fiscal Year 2024 was enacted, the Secretary of Defense had to create an Electromagnetic Spectrum Enterprise Operational Lead for Joint Electromagnetic Spectrum Operations (called the "operational lead" in this section), based at U.S. Strategic Command. The operational lead reports to the Commander of U.S. Strategic Command. (b) Function. The operational lead is responsible for: (1) synchronizing, assessing, and making recommendations to the Chairman of the Joint Chiefs of Staff about how ready the combatant commands are to carry out joint electromagnetic spectrum operations; and (2) evaluating tactics, techniques, and procedures for technologies that let different systems dynamically share the electromagnetic spectrum. (c) Briefings Required. At the same time as the President submits the federal budget to Congress, for each of fiscal years 2025 through 2029, the Chairman — acting through the operational lead — must brief the congressional defense committees on: (1) Progress toward full operational capability for joint electromagnetic spectrum operations, and any obstacles. (2) How ready the combatant commands are to carry out these operations. (3) Recommendations for fixing any readiness problems and the major gaps causing them. (4) An assessment of current gaps in how the military evaluates future dynamic spectrum-sharing technologies. (5) Whether it's feasible and wise to set up dedicated virtual test ranges for evaluating these technologies. (6) Anything else the Chairman thinks matters for combatant command readiness.
