16 U.S.C. § 460zzz–6 — Advisory Council

(a) Establishment. Within 180 days after March 30, 2009, the Secretary must set up an advisory council called the "Dominguez-Escalante National Conservation Area Advisory Council." (b) Duties. The Council advises the Secretary on preparing and carrying out the management plan. (c) Applicable law. The Council follows (1) chapter 10 of title 5, and (2) the Federal Land Policy and Management Act of 1976. (d) Members. The Council has 10 members, appointed by the Secretary, and as much as possible: (1) one member considers recommendations from the Mesa County Commission; (2) one from the Montrose County Commission; (3) one from the Delta County Commission; (4) one from grazing permit holders in the Conservation Area or Wilderness; and (5) five members must live in or near Mesa, Delta, or Montrose County, Colorado, with backgrounds reflecting (A) the Conservation Area's or Wilderness's purposes, and (B) the interests of people affected by planning and managing the Conservation Area and Wilderness. (e) Representation. The Secretary must make sure Council membership fairly represents different viewpoints and roles. (f) Duration. The Council ends one year after the Secretary adopts the management plan.
