The President may declare January 13 as Stephen Foster Memorial Day each year, and can call on Americans to mark it with ceremonies, visits to his shrines, and programs of his music.
The President may issue each year a proclamation—
designating January 13 as Stephen Foster Memorial Day; and
calling on the people of the United States to observe Stephen Foster Memorial Day with appropriate ceremonies, pilgrimages to his shrines, and musical programs featuring his compositions.
