NASA and the NIH must jointly run a biomedical research grants program. It funds research that needs a microgravity environment, matching the working group's priorities. Grants are awarded through yearly public announcements, reviewed by a panel that includes outside experts.
(a) Establishment of Program: NASA's Administrator* and the NIH Director must set up a joint grants program for biomedical research described in section 40501(a) -- research that needs access to microgravity. The program must line up with what the joint working group (from section 40501) decides to do.
(b) Research Opportunity Announcements: The program must issue joint research opportunity announcements every year, sponsored by both NIH and NASA. A peer review committee evaluates the responses; its members are picked by the NIH Director and the Administrator, and must include people who don't work for either NASA or NIH.
The Administrator* and the Director of the National Institutes of Health shall establish a joint program of biomedical research grants in areas described in section 40501(a) of this title, where such research requires access to a microgravity environment. Such program shall be consistent with actions taken by the joint working group under section 40501 of this title.
The grants program established under subsection (a) shall annually issue joint research opportunity announcements under the sponsorship of the National Institutes of Health and the Administration*. Responses to the announcements shall be evaluated by a peer review committee whose members shall be selected by the Director of the National Institutes of Health and the Administrator, and shall include individuals not employed by the Administration or the National Institutes of Health.
